An illuminated-sign specification should answer five separate questions: what lights up, how it is powered, how its light is controlled, when it operates, and whether the message changes. Resolving one does not resolve the others. A product safety label, for example, is not zoning approval for its brightness or location.
Describe the effect, not just the lamp
“LED sign” is incomplete. LEDs can illuminate fixed letters, a cabinet, the wall behind letters, or a changing display. Give the reviewer a drawing and a description of the visible result.

Then confirm how the applicable code classifies that design. Check the district, overlays, adjacency conditions, and any existing sign-plan approval before substituting one lighting method for another.
Keep electrical review on its own track
UL’s catalog page describes UL 48, Electric Signs, as covering electric signs, art forms, and outline lighting for use in accordance with NFPA 70, the National Electrical Code. The same page lists LED, neon tubing, and changing-message signs within that scope, and excludes certain luminaires, such as luminaires mounted to function as outline lighting. We read that page on September 28, 2026. This product-standard scope does not establish which code edition or permit process applies to your site.
Ask the electrical designer and reviewing authority to identify the adopted edition, applicable amendments, required product certification, and inspection steps. Request the actual product label and installation instructions. A component’s certification should not be assumed to establish approval of the assembled sign.
- Identify who designs and supplies the circuit, connection, disconnect, and controls.
- Confirm the installation location and environmental suitability with the manufacturer.
- Coordinate grounding, bonding, service access, and mounting with the responsible professionals.
- Ask whether a retrofit changes the existing product certification or approved design.
This checklist is for coordinating the submittal, not for selecting wire sizes or performing electrical work. Avoid designing from an article about an unidentified edition of an electrical code.
Specify the light limits and the operating behavior
Request the exact brightness or light-spill limit, its unit, measurement location, test conditions, and hours of operation. If the rule uses qualitative language such as glare, ask what evidence the reviewer expects. Do not invent a numeric threshold for a provision that supplies none.
For digital displays, separate luminance and illuminance measurements from message timing. A dim display can still run disallowed animation; a static message can still exceed a brightness limit.
Fictional commissioning plan
Imagine a fictional tenant proposing fixed halo letters with a photocell and an operating schedule. No regulatory limits are assumed. Build the handover around observable checks:
- Match the installed product and mounting to the approved drawing.
- Demonstrate that the photocell changes the lighting response under the agreed conditions.
- Demonstrate scheduled shutoff, including the configured clock and time zone.
- Test after a power interruption to confirm the intended settings return.
- Record the settings, manufacturer instructions, and person responsible for changes.
Ask the authority which of these checks must be witnessed or documented. For an externally lit design, add an aim-and-shielding check. For a changing display, add the approved playlist, transition, and failure-mode checks. Keep this commissioning record with the permit and drawings so future maintenance does not undo the approved setup.
